Rafeal Heard
The Northern Ohio Violent Fugitive Task Force is offering a reward for information which would lead to the capture of fugitive Rafeal Heard.
Heard is wanted by the U.S. Marshals, and U.S. Postal Inspection Service on charges of bank fraud. Heard also has a warrant issued from the Cuyahoga County Sheriff’s Office on charges for failing to appear for a scheduled court hearing. Heard is allegedly the ringleader of a large check fraud scheme. Heard is having his victims open up checking accounts and he is depositing checks that he is manufacturing into those accounts. Heard has a lengthy criminal history which includes offenses for aggravated trafficking in cocaine, drug possession, theft, forgery, tampering with records, having weapons under disability, falsifying records, and passing bad checks.
Heard is a 34 year old black male standing approximately 6’1”, and weighing 170 pounds. He has black hair and brown eyes. Heard has contacts throughout Cleveland’s east side, specifically the area of E114th Street and Hopkins Avenue.
