(Cleveland) - Three women have been indicted for their roles in the death of a teenage girl at the Parmadale Family Services center.
17-year-old Faith Finley died on December 13th of last year after being physically restrained by staff members Ebony Ray and Lazarita Menendez. Finley cried out that she could not breathe and eventually lost consciousness.
According to Assistant Cuyahoga County Prosecutor Maureen Clancy, Finley became abusive after her CD player was taken as a punishment. That brought about the restraint from Ray and Menendez.
After being subdued, Finley was left on a tile floor under the surveillance of Cynthia King. King stayed in the room, but never physically checked on Finley's condition. Clancy says King put her feet up and dozed off.
At least 90 minutes later, another patient noticed that Finley had something coming from her mouth and that she was unresponsive.
Protocal required the women to pick Finley up, establish conversatio and make sure that she was OK. That was never done.
All three women are charged with involuntary manslaughter and child endangering. Menendez faces two other counts, felonious assault and inciting to violence.
After this incident, rules on how to restrain a physically abusive patient were changed.
